Frank A. Catlett, MAI, SRA

Frank A. Catlett has been a real estate lender/underwriter, appraiser and broker since 1975 in Tampa, Florida. Mr. Catlett attended the University of Florida for his undergraduate and graduate studies with a concentration in Geography, Real Estate and Urban Planning. He is also a graduate of the School of Banking of the South at LSU. He has attained the MAI and SRA designations with the Appraisal Institute and also serves as an instructor for the Appraisal Institute. Additionally, he serves as both an appraiser and reviewer for several governmental agencies and has also served as a Special Master to the Value Adjustment Board for Hillsborough County. Mr. Catlett is known for his analytical skills and ability to tackle the most diverse and difficult appraisal assignments. These would include assignments involved in air rights, submerged lands, reservoirs, regional manufacturing and distribution facilities up to 1.8 million square feet, aquarium attractions, natural springs, communication towers, contaminated properties, Transfer of Development Rights, and numerous perpetual conservation easements. Mr. Catlett has considerable expert witness experience in 17 counties and circuit courts in Florida and North Carolina as well as 6 federal courts nationwide. He joined Trigg Appraisal Services in 1981, thereafter becoming Trigg Catlett & Associates and has overseen this full service appraisal firm since 1991 upon the retirement of Lance M. Trigg, MAI. He also maintains an appraisal office in Boone, North Carolina. Mr. Catlett served on active duty with the Army as well as the Florida National Guard with last assignment as a Captain on Battalion Staff, 53rd Support Battalion, 53rd Infantry Brigade. His hobbies include sailing, hunting and fly fishing as well as travel abroad. He lives primarily in Tampa and secondarily in Boone, North Carolina with his wife Janet. Robert C. Hicks, MAI

Robert Hicks has been an appraiser with Trigg Catlett & Associates since 2011, following a long and varied work history in the Tampa Bay area. After graduating from the Florida State University College of Business in 1989 with a dual degree in Finance and Real Estate, Mr. Hicks began his career as a commercial real estate appraiser for a mid-sized firm in Tampa. It is interesting to note that he represents the fourth generation in his family to work the bay area real estate market dating back to 1925. Early in his career, he earned his Florida Real Estate Salesman License, Brokers License and Florida State-Certified General Real Estate Appraisal certification. Following six initial years of appraisal experience and education, he broadened his understanding of the real estate industry over the next sixteen years working in sales, leasing, construction management, property management, public relations & governmental affairs. Many of these opportunities came during his ten-year employment serving as Vice President of Real Estate for Clear Channel Outdoor, responsible for maintaining over 2,000 billboards in the surrounding eight county area. Mr. Hicks decided to return to appraising, bringing a diverse real estate knowledge and level of experience to tackle the most challenging of appraisal assignments. These difficult assignments have included rock mining quarries, conservation easements, road corridors, parking lots, billboards, TDR’s, impact fees, historic properties, timberland, government lands, subdivisions, wetlands, farm land, and automobile dealerships. These appraisals have provided the foundation to become a designated member of the Appraisal Institute. In addition to appraising, Mr. Hicks serves as a Special Magistrate in several bay area counties, hearing tax appeal cases and making recommendations for the Value Adjustment Board. He is also certified as a County Court Mediator working small claims cases in the Sixth Circuit of Florida. Over the years, Mr. Hicks has been active in the community serving as past President for his South Tampa neighborhood association, as a member of the South Tampa Chamber of Commerce and in the leadership of Boy Scout Troop 53 with his two sons. Outside of work, his interests include camping, biking, kayaking and playing guitar.
